This summary highlights the main capital projects in the draft 2026/27 budget, showing where investment is being directed to maintain and expand essential services.

Where the money is going

To fast-track service delivery, the Overstrand Municipality is using loans to fund more than half of its capital projects. Most of this investment is focused on water and electricity, which together make up the largest portion of infrastructure spending. This reflects the urgent need to improve these essential services, especially in the face of ageing systems and changing climate conditions.

The total capital budget for 2026/27 amounts to R242.7 million, with allocations focused mainly on basic services:

* Electricity follows closely (R63.9 million)
* Wastewater (sewer) is allocated R19.7 million
* Waste management receives R2.2 million

Spending on infrastructure is expected to increase further over the next two years as more projects are rolled out.

Top Capital Projects for 2026/27

The biggest project is the refurbishment of the Buffels River Water Works, with a budget of R45.9 million. This is followed by R30.1 million for the electrification of low-cost housing areas and R20.1 million for upgrades and replacement of electricity infrastructure across the Overstrand.

Road infrastructure also receives attention, with R12.7 million allocated to the rehabilitation of Angelier Street in Ward 4 and a further R8.2 million for road rehabilitation and new sidewalks in Proteadorp (Ward 9).

Water and sanitation projects include R12.6 million for the replacement of ageing water pipes and R10.7 million for the upgrading of pumpstations and rising mains. In addition, R10 million has been set aside for the new Still Street 66KV/11KV substation in Ward 3.

Other allocations include R7.5 million for vehicles to support public safety services and R7.1 million for low-cost housing services across the municipality.

Residents are encouraged to review the draft budget, which is open for public comment until the end of April.

Ward-based roadshows will also take place in mid-April, offering an opportunity to engage directly and better understand how these projects will impact each community.
